Construction Procurement Expediting: How GCC Contractors Stop Materials Arriving Late

The Order Was Placed. Nobody Touched It Again Until the Crisis.

A SAR 240M mixed-use development in Riyadh. Switchgear ordered 16 weeks before the planned energisation date. The procurement team confirmed the PO, filed the document, and moved on. Six weeks before energisation, the first expediting call revealed the manufacturer had rescheduled production without notifying anyone. New delivery date: two weeks after the energisation milestone. The delay cost SAR 380,000 in MEP subcontractor idle time, a four-week programme extension, and a LD deduction the client was legally entitled to make.

The PO was fine. The problem was nobody had touched it between placement and the crisis call. That is what procurement expediting prevents.

What Expediting Actually Is

Most GCC contractors treat procurement as two steps: placing the order and receiving the delivery. Expediting is everything in between — and on projects with 6–22 week material lead times, that gap is where site stoppages originate.

The expediter's job is to confirm vendor production schedules within 72 hours of PO placement, track manufacturing milestones for fabricated items, monitor factory completion and test certificate issuance, coordinate pre-shipment inspection when required, track shipping and customs clearance, and escalate delays before they hit the site programme.

That last point matters most. Expediting done well surfaces a three-week delay at week two of a 16-week lead time — when there are still options. Not at week 14, when the site has no choice but to stop.

Why GCC Construction Is Harder Than Most

Materials on GCC construction projects cross borders, clear customs, and travel across supply chains that span three continents. A reinforcing bar order from Turkey, a transformer from Germany, a curtain wall system from China — each carries its own logistics chain, shipping schedule, and failure modes.

Layer on top: Saudi customs processing, port congestion at Jeddah or Dammam, Aramco and NEOM vendor approval lead times, and customs clearance of imported goods running 10–21 days longer than planned. Without a structured expediting function, procurement teams respond to crises rather than prevent them.

The Five Stages of Structured Expediting

1. Production Confirmation (Within 72 Hours of PO)

Within 72 hours of PO placement, the expediter confirms receipt with the vendor, gets the vendor's production start date and estimated factory-ready date, and verifies those against the Required on Site date in the procurement schedule. If the vendor cannot confirm production within 72 hours — that is the first flag.

2. Manufacturing Milestone Tracking

For fabricated items — structural steel, switchgear, custom MEP equipment, glazing systems — expediting tracks production milestones, not just delivery dates. A 14-week lead time for switchgear typically breaks down as: two weeks materials procurement, eight weeks manufacturing, two weeks testing, two weeks shipping. Monitoring only at factory-ready stage means the earliest you catch a problem is two weeks before delivery — already too late for anything more than emergency measures.

The expediting log tracks progress by milestone: materials confirmed, production started, production at 50%, testing complete, factory-ready date confirmed, shipping date booked.

3. Pre-Shipment Inspection Coordination

Many GCC client contracts require pre-shipment inspection by a third-party agency or the client's representative. Aramco's SAEP-316 specifies inspection hold points before dispatch on critical materials. Missing those hold points means materials can be refused on arrival regardless of the shipping schedule — and rebooking typically adds two to four weeks at the worst possible moment.

The expediter owns the coordination between the vendor, the inspection agency, and the client's inspection coordinator.

4. Shipping and Customs Tracking

Once materials are shipped, expediting shifts to logistics tracking: bill of lading receipt, vessel tracking, estimated port arrival, port clearance, and inland delivery. Saudi customs clearance typically runs five to 15 working days for standard imports and longer for items requiring SASO, SABER, or hazardous materials declarations.

Expediters maintain the import documentation set — commercial invoice, packing list, certificate of origin, test certificates — so port clearance begins before the vessel arrives, not after.

5. Delivery Confirmation and Claims Protection

The final step is confirming actual delivery against the required date and closing the PO file. But critically — when the delivery is delayed, the expediting record becomes the documentation chain for a FIDIC Clause 20 EOT or delay claim. If the delay was caused by a client-specified vendor or a client approval delay, that trail is what turns a loss into a recoverable cost.

What a Minimal Viable Expediting Log Tracks

Each open PO in the register should capture:

  • PO number, vendor name, and item description
  • Required on Site date (linked to the procurement schedule)
  • Vendor-confirmed delivery date
  • Current forecast delivery date
  • Variance in days (early or late)
  • Last contact date and contact person
  • Next action and due date
  • Status: on track / at risk / critical

The current-forecast-vs-required column is the one that gets items onto the weekly expediting report. Anything slipping toward red gets escalated before it affects the programme.

The Programme Integration Most Teams Miss

Expediting without programme integration is a logistics admin function. Expediting integrated with the construction programme becomes a critical path management tool.

When the procurement schedule links Required on Site dates directly to predecessor construction activities — and when those links are maintained in Primavera — a delivery slip automatically shows up as programme float erosion. The site team sees it. The commercial team sees it. The FIDIC Clause 8.3 recovery plan conversation happens weeks earlier.

On NEOM and ROSHN projects, where client PMOs run their own programme reviews, a documented expediting trail showing delivery delays with contemporaneous vendor correspondence strengthens the contractor's position in any delay analysis.

The Four Patterns GCC Site Teams Recognise

Without expediting, the same problems repeat across projects:

  • The late discovery call. Site asks procurement where the material is. Procurement calls the vendor. Vendor says three more weeks. Emergency meeting happens that afternoon.
  • The emergency premium. To compress the supply chain, expedited freight costs two to five times the original logistics budget and still arrives late.
  • The undocumented delay. The material arrived late because of a vendor issue, but there is no contemporaneous record. The EOT claim that should have been straightforward is contested on evidence.
  • The scope-creep substitution. To avoid the stoppage, the site accepts a material that does not fully match the approved submittal. A minor substitution creates an NCR, which creates a rework notice, which delays certification.

All four patterns are preventable. Every GCC construction operations director has seen them.

Five Starting Steps

If expediting is not a structured function in your procurement team, start here:

  1. Map open POs against Required on Site dates. Any PO where the vendor-confirmed delivery date is within three weeks of Required on Site is already at risk. Start there.
  2. Define your long-lead threshold. Items with lead times over eight weeks should have formal expediting milestones in the register — not just a delivery date. Adjust based on your supply chain profile.
  3. Set a 72-hour confirmation rule. Every new PO gets a vendor confirmation within 72 hours of placement. The confirmation goes in the register. No exceptions.
  4. Link Required on Site dates to programme activities. If your procurement schedule is separate from your Primavera file, that is where the visibility gap starts. Even a simple predecessor link between the procurement milestone and the first dependent construction activity closes it.
  5. Assign a named expediter per contract. Expediting done as a secondary task by buyers gets dropped when buyers are busy — which is exactly when it matters most. A named owner and a weekly expediting report change that.

The gap between PO placement and GRN receipt is not a waiting period. On GCC construction projects with long supply chains, it is where your programme is won or lost. Treating it as a managed process rather than an administrative gap is what separates contractors who catch problems at week two from those who discover them at week 14.
